I have to go through the entire reboot process of shutting everything down and then starting back up all over again..

do you use Firefox or Explorer as a browser? I beleive in both there is an option to disable flash, and/or you can remove the association to flash(when you click on a flash item)so that windows doesn't know what to run when you click on it and it will popup asking you "what do I do with this type of file?" question.
